Obviously in the northern climates winter irrigation would not be required. In warmer climates winter usually brings more moisture than the summer so irrigation requirements would be far less since many plants are dormant. Even if plants are not dormant their water needs should be satisfied by rainfall. If it is a particularly dry winter additional irrigation may be needed.
